With reference to your letter II723/1902 of the

9th instant, I am directed by the Marquess of Lans-

downe to state to you, for the information of Mr.

Secretary Chamberlain, that, in accordance with the

arrangement which was made in 1884 and which has been

embodied in the General Instructions to His Majesty's

Consuls, His Majesty's Consul at Saigon has been in-

structed to charge in his Accounts with this office

the cost of Government, telegrams sent by him to

Colonial authorities, and to charge to the neval

officer concerned, or to the Adiciralty, the cost of

telegrams sent on Admiralty services.
